Are the Repair Shop Engine Cleaning Services different than the Over the counter Additives?

Is the repair shop personnel/mechanics just adding some kind of cleaner that's stronger than o-t-c.?
No its the same stuff that is avalable over the counter but I wouldn't recommend adding it yourself unless you change your own oil because basically what it does is breaks down the oil in your motor so it would be like driving your car around with water

The death of small business in the USA?
Right now, the IRS form 1099 is issued by businesses to any contracted individual who did work for them in the last year. However, as of 2012, this will change in two significant ways - it will apply to goods over $600, as well as services, and it will apply to other companies, not just contractors. So, if you run a small office, you are suddenly going to be issuing 1099s to the company that waters your plants, the cleaning company that cleans your offices, the stationery company, the company you buy your office furniture from, the company you get your computers from, your ISP, your accountant (ironically, since they'll be the ones creating all these 1099s), and on and on and on. The amount of new paperwork being created will likely be an order of magnitude larger than it is now, by my guess. Why? Well, the best explanation seems to be that the government wants to go after the estimated $300 billion in potential tax revenue that's lost each year because of "unreported" transactions. Gotta wonder how much tax revenue they're going to lose because small businesses start dropping like flies under the new rules, not to mention how many extra IRS agents they're going to need to enforce it.
